Charles W. Lotzar founded the Lotzar Law Firm, P.C. on August 1, 2005. Mr. Lotzar is a former senior partner in Kutak Rock LLP’s Scottsdale office. Mr. Lotzar is involved in all phases of real estate development, including debt and equity financing.
Mr. Lotzar’s work developing an innovative manner of financing affordable single-family housing was recognized as one of Institutional Investor’s “Deals of the Year.” Mr. Lotzar was also recognized by The Business Journal (Phoenix) as an attorney among “The Best of the Bar” top 3 based on “Reader’s Picks” and “Peer Recognition – Attorneys’ Picks” under the “Corporate Financing” category.
Mr. Lotzar has a diversified practice with representation of clients in commercial and real estate transactions, low income housing tax credit financings, administrative proceedings, and various forms of tax-exempt and taxable bond financings. Mr. Lotzar has extensive experience in dealing with public contracts and issues related to public officials. He has been involved in bond financings having an aggregate value in excess of $5 billion. Mr. Lotzar was one of the principal drafters of Arizona’s statutes governing industrial development financing and the allocation of private activity bonding authority and he authored extensive comments on Arizona’s qualified allocation plan for low income housing tax credits.
Mr. Lotzar earned his Bachelor of Arts in Business from Michigan State University in 1982 and his Juris Doctorate from the University of Detroit School of Law in 1985. Mr. Lotzar is a member of the National Association of Bond Lawyers, the American Bar Association, State Bar of Arizona, State Bar of Michigan, the Council of Development Finance Agencies, the National Council of State Housing Agencies, and the Association of Local Housing Agencies. He is also a member of the Arizona Business Leadership’s Board of Directors and serves as its past President (President 2004-2005). Mr. Lotzar is a former member of the City of Scottsdale’s Planning Commission, Development Review Board, and Board of Adjustment.
